Wolesi Jirga confirms president’s legislative decrees regarding to law of railway and annex (3) law of principles of commercial courts

The Lower House of Parliament on Monday’s plenary session confirmed president’s legislative decrees regarding to law of railway and annex #(3) law of  principles  of commercial courts.

The session was held under the chairmanship of Mir Rahman Rahmani, while the country’s important issues were discussed.

In accordance to agenda, the president’s legislative decree in relation  to annex #(3) law of principles of commercial courts in 6 items, 35 chapter and 324 articles after discussion at the permanent  commissions of Wolesi Jirga in order to obtaining vote  was presented by members of the national economy’s commission.

 In result, the mentioned decree was confirmed with 160 votes, but the president’s legislative decree regarding to adding in some materials law of principles of commercial courts was rejected.

Overall in accordance to agenda, the president’s legislative decree in relation to law of railway in order to obtaining of vote was presented in the session by chief and members of the national economy commission Akbar Sultanzada, Obaidullah Kalimzai and Halima Askari.

In result, the mentioned decree in 11 chapters and 58 articles by adding of item 2nd and 3rd in article 54 was confirmed with majority votes.

In the sideline of the session, parliamentarians discussed in relation to trip of US special envoy for Afghanistan’s peace affairs Zalmay Khalilzad to Kabul and retaken of peace talks with Taliban, added, until the involved sides engage directly in peace talks, these negotiations will not have positive result, also they reiterated that MPs should have clarify stance in the course of peace talks and should proceed by ownership of Afghan government.

At the meantime, MPs condemned offensive attacks of Pakistan’s military forces at the Nari district of Kunar province and was called against human and international standards meanwhile a declaration was issue in this regard.

Overall, MPs criticized on allegations against chairman of House and incorrect behavior of some parliamentarians against Secretary General of Wolesi Jirga and asked from administrative board, disciplinary measures should be implemented in accordance to principles domestic duties of Wolesi Jirga.

Likewise in today’s session, people representative discussed in relation to insecurity in Ghor and Nimroz provinces, close of Ghor- Herat and Ghor- Kabul highways, insecurity in Jawzjan province and probable fall of some district of this province including problems of displaced families at the insecure provinces and asked from relevant officials to pay urgent attention in this regard.

Mismatch of many development projects in Faryab province, lack of distributing of electricity bill since 4 months in Herat province and concerns about probable collecting of electricity cash by Taliban in this province, concerns for expensive price of ticket in domestic fly to Herat province, concerns on delaying of announcement of primary result of the presidential elections and interferences of the regional countries in this process were the issues which was discussed in today’s session.

 Existence of corruption in custom of Nimroz province and disappearance of 400 containers of returned medicine over there, suggestion for creation of grounds of occupation for educated youths and lack of payment of rights and privileges of martyrs to their families in particular time and lack of enforce of overtime of the employees of the Secretariat General of Wolesi Jirga were the issues which was discussed in today’s session.

The Wolesi Jirga chairman Mir Rahman Rahmani after hearing of the mentioned issues, rejected any allegations against presidency of parliament and it was called distorted.

Overall, Rahmani strongly condemned offensive attacks of Pakistan’s military forces on Nari district of Kunar province and instructed to the national domestic and defensive affairs commission to investigate the mentioned issue with relevant officials and result of that should be presented in plenary session.

Moreover, the Wolesi Jirga chairman said, corruption in the country’s customs are considerable and asserted that presidential has not allowed to the appointed delegation of Wolesi Jirga to assess corruption in customs, added, top officials are responsible to be accountable for the nation house, also he asked from ministry of anti-disasters to take serious steps in order to address for displaced families of Jawzjan province.
